Excelsior Scholarships 2023-2024

Online applications are now open for Excelsior Scholarships 2023-2024. In combination with other student financial aid programs, the Excelsior Scholarship allows students to attend SUNY or CUNY colleges tuition-free.

Excelsior Scholarship Coverage and Benefits:

Up to $5,500 can be awarded to a recipient of an Excelsior Scholarship 2023. A student’s award amount will be determined by dividing the resident tuition rate charged by SUNY ($6,470) and CUNY ($6,330) by the amount of another student financial aid awarded to the applicant for the 2016-21 academic year, including New York State Tuition Assistance Program (TAP) awards and/or federal Pell grants.

Up to $5,500 of tuition liability will be covered by the Excelsior Scholarship 2023, and any remaining tuition expenses will be covered by a tuition credit.

Excelsior Scholarships Eligibility

An applicant must:

  • Prior to the beginning of the term, be a resident of NYS for 12 continuous months;
  • You must be a U.S. citizen or an eligible non-citizen;
  • A high school diploma, high school equivalency diploma, or a federally approved “Ability to Benefit” test, as defined by the State Education Department’s Commissioner;
  • A combined federal adjusted gross income of less than $125,000;
  • Study at a SUNY or CUNY college, including community colleges and the statutory colleges at Cornell University and Alfred University;
  • Complete at least 30 credits each year (successfully), applicable toward their degree program through continuous study with no breaks in enrollment except for certain documented reasons; be enrolled in at least 12 credits per term;
  • The applicant must have earned at least 30 credits each year (successfully) applicable toward his or her degree program before applying for an Excelsior Scholarship;
  • Maintain a non-default status on any NYS or federal education loan program or any NYS award;
  • If you have previously received an NYS award, you must comply with the terms of the service condition(s); and
  • Upon receiving an award, execute a contract agreeing to reside and work in NYS for the duration of the award.

Excelsior Scholarships Duration

In order to receive an Excelsior Scholarship, a student must complete not more than two years of full-time undergraduate study in an associate’s degree program, or four years of full-time undergraduate study in a bachelor’s degree program, or five years if the program normally requires five years.

Excelsior Scholarship Payment

After the initial application year, Excelsior Scholarship recipients must annually submit the Free Application for Federal Student Aid (FAFSA) and the NYS Student Aid Payment Application each year.

Catching Up on Credits

If a student does not complete an Associate’s degree in two consecutive years or a Bachelor’s degree in four consecutive years (which requires completion of 30 credits each academic year), they may be eligible for an Excelsior Scholarship if they are able to catch up on missed credits. The Excelsior Scholarship is available if you successfully earn additional credits during a term or academic year and get back on track to completing your undergraduate degree on time.

Opportunity Programs

The Excelsior Scholarship program allows you five years to complete your degree on time (which requires completing 24 credits per academic year).

Five-Year Undergraduate Programs

The Excelsior Scholarship program allows you to complete an undergraduate degree in five years (by completing 30 credits each academic year).

How to apply for Excelsior Scholarship Program?

Before applying for the Excelsior Scholarship, students must first apply for eligibility under the NYS DREAM Act. To apply for the Excelsior Scholarship, you will simply have to add a new application if you have previously qualified under the NYS DREAM Act.
